Devolution
It's not working out. We need to Devolve Eureka into a series of towns where good ideas and sound vision can get local residents excited for the future.

I once took a class at CR where we explored the concept of breaking California up into several states.
Eureka has some issues, for sure, and I bet they're not that different than the problems we see in the whole state as far as representation goes.
